Sigh. MUST used and not defined. No Table of Contents. No copyright boilerplate. 
No IANA Considerations. Yes, it's supposed to be Experimental, but since it's 
essentially a protocol specification, I need to know about IANA. 

I can't second guess the Transport Area on this topic, but the building block
approach proposed seems appropriate. I think the security section ("just use IPSEC")
is a bit glib - somehow I would expect some quite complex threat models to apply.

But for Experimental, I think it's good to go except for the nits.
