It's a really bad idea to ask me to review a MIB.
I have to utterly trust the MIB doctors.

This draft has no table of contents. That's a nit, but it also
makes a reviewer's life tough. Shouldn't we just say no when there
is no TOC in a large document?

That being said, the goals of this draft are clear and it seems
well written with a reasonable security section. If the MIB doctor
is happy, I would vote no-objection.
