Nits: - I would like to see a sentence that summarizes what's new in the draft (that's not in SHA-224 from NIST). If it was followed by a sentence that says "this draft is being published by the IETF because ...", that would be even more lovely. - RFC 2026 on first paragraph is outdated, of course. - the SHA-224 publication from NIST isn't listed in the references section. - "all these levels except one" seems strange in the second paragraph of the introduction. At least give a hint - "all these levels except 112 bits". - I would like to see a sentence on "usage environments are sensitive to every octet that is transmitted" - at least an example would help people figure out if their environment is appropriate for this draft or not.
