Note - one of the co-authors works for my employer

This seems like a very sensible idea and it's a well written draft,
ready for PS.

Minor nits:

Uses RFC 2026 boilerplate.

No table of contents - it's just about long enough to need one.

Should there be an IANA Considerations section, simply stating that
the existing IANA registry described in Appendix B1 is used?

The second URL in Appendix B1 is obsolete and should be
http://www.iana.org/assignments/enterprise-numbers

It might be worth noting in Appendix B3 that IANA already
owns ICD code 0090, but that (presumably) it isn't intended to use
it for the present purpose.
