This is clearly written even for a non-expert on OSPF. I see no objection
to publishing as Info.

I have one query. The draft reports on minor implementation discrepancies
between vendors; should it also say whether they matter? In particular,

>     ...five implemented strict 
>     LSA checking with no configuration option to disable it. 

Does this point to a missing implementation SHOULD or MUST in
"Graceful OSPF Restart", RFC 3623?
