Not bad for Informational.  I'd give it a No Objection.  Some tiny
spelling issues but it would be okay even if they are missed.  I am
slightly concerned by the ideological innuendo, but it's not
inappropriate given that they are trying to point out things wrong with
previous attempts at QoS signaling.

No author's section.  RFC2026 boilerplate needs to be updated.
