Summary: This draft is ready for publication as an Informational RFC.

Comments: the two "Spencer/Problem:" items from my 04 review have been 
fixed. I don't think any of the other items from that review have been 
accepted, but they weren't showstoppers, and the RFC Editor can catch items 
like "Existing solutions for localized mobility management fall into three 
classes:" with only two items in the list that follows, I guess.
