This looks competent and complete to me. I think the source-address spoofing
threat is adequately discussed in the security section. (It actually seems
far-fetched to me that this encapsulation would be used between two MPLS
domains across the public Internet, which is the only case where spoofing
is a real risk, and in that case IPSEC would be needed, as documented in
the draft.)

Nit: uses RFC 2026 boilerplate, if you care.
