In the Introduction section, fourth paragraph, second
sentence, there is a reference to "RFC2401bis [RFC4301],"
that may be vestigial (RFC2401bis should probably be
replaced with RFC4301).  This should probably be handled
as an RFC Editor note - provided that a change is needed.
