Summary: This document seems like it is ready, but much of this 
technology is outside of my knowledge bas.  I think that there 
are some things to be addressed:

Issues:

1) Abstract full of acronyms, please expand.
2) Desperately needs a terminology section, as some of the terminology
is quite specific to VPN technology.

I'd recommend a document revision with the above 2 points addressed.
