Summary: This document appears ready for publication as a proposed standard.

Comments:
	The document does not actually solve the problem of collision between 
historically assigned names and well known names, but that problem appears 
unsolvable from the descriptions in this document and RFC 4120. 
This appears to be as good a step forward as is practical.
