Summary: This draft is ready for publication as a Proposed
Standard RFC.

Comments: This document defines a new optional IS-IS TLV named
CAPABILITY.

As a generalist reviewing a document out of my domain expertise,
I evaluated it mostly for content.  Besides noticing the fact
that the number of authors in Section 10 is more than the number
of authors listed at the top of the draft, I have nothing else
to comment on (fix: maybe the remaining are "Contributors")?

Oh, one more thing: the draft needs the new boilerplate statements.
