Nits:

1) The abstract says:

   This memo defines a portion of the Management Information Base (MIB)
   for use with network management protocols in the Internet community.

 -> is this proper terminology? "..defines a portion of the Management 
	Information Base (MIB) ..."?  Sounds odd, but perhaps its MIB language.
