Summary:This draft is ready for publication as an Informational RFC

Only one thing to note.  The references section lists both RFC793 and
RFC2119, but, in fact, neither of these is referenced in the text.
While a reference to 793 might be relevant, RFC2119 terms are not used
in the document and having a reference to it is clearly superfluous
(and would be normative rather than informative if it was used).
