This one is pretty much ready to go, I think.  The caveat is that I am
not a MIB expert.  I assume a MIB expert has looked this over.  Two
small-ish notes ...

  * last bullet before section 3: I assume this means enterprises can
    put private entries into the system in some way that is explicitly
    allowed, right?  or, does this mean that enterprises can ask IANA to
    define new types? 

  * I am not sure how security sections in MIBs usually go.  However,
    one aspect that would seem potentially worthy of note is that making
    measurements available could have some privacy concerns.
