Summary: This draft is ready for publication as a Proposed Standard RFC.

The one content issue from the GenART review of the -08
draft has been addressed, but there are still lots of
formatting problems (including no page numbers in the Table
of Contents - while that's annoying, I'm not inclined to
hold a draft up for that reason).
