Intended Status: Proposed Standard

This draft reads well and seems reasonably clear and complete. It's
particularly notable for justifying so many protocol points in terms
of the requirements they meet. The topic is well outside my areas of
expertise, however, so I'm uncomfortable making a strong comment
either way.

It looks like there are a couple of current Discusses on this draft.
They make sense to me and I'd want to see them resolved before voting
to advance it.
