Does the method refer to the method currently in use in earlier versions or a new method? This was not clear to me. Section 3 last paragrapgh There is a capitialized word DOES. Is this supposed to have some special meaning? I know it is not a 2026 word, but is there a reason for the captialization? I seems to me that it might be confusing. Note: This draft makes so much use of references that it would be much clearer if it followed the recommended convention of using references like [RFC3550] instead of [1].
