Summary: This draft is basically ready for publication, but has nits that
should be fixed before publication.

I have one concern that I think needs attention - this draft is
proposed for initial publication as an Historic RFC.  It should
have a few sentences added to explain why this is being done,
including what implementers who are tempted to use this format
ought to do instead.

Not being an RTP expert, I trust that the RTP aspects of this are
correct.

The congestion control recommendations are advisory - systems
using this format will do what they want, which may or may not
be good from a congestion control standpoint.  Fortunately,
use of this format is expected to be low rate and there's an
explicit prohibition on use of this format with high-rate
automated systems, so no change is needed in the draft.
