Review comments:
Not exactly the longest document I have ever reviewed :-)
It is ready as a BCP, except perhaps that a pedantic view of the the IANA 
considerations might want to use something similar to s7 of RFC3172:

    As noted in section 3 of this document, the IAB may request the IANA
    to delegate the sub-domains of "arpa" in accordance with the "IANA
    Considerations" section of an IETF Standards Track document.  This
    request falls under the scope of section 4 of the MoU between the
    IETF and ICANN concerning the IANA [3].

ref [3] is RFC2860.


Maybe:

    The IETF advises IANA that the "ip6.int" domain for reverse mapping of IPv6
    addresses to domain names is no longer part of Internet Standards
    Conformant support of IPv6 as of 1 September 2005. This
    advice falls under the scope of section 4 of the MoU between the
    IETF and ICANN concerning the IANA [RFC2860].
