Basically, I think that this document should be published as an 
informational RFC.  Its documenting what is currently being deployed,
it has gone through PROTO evaluation, it has met the UNSAF criteria
and survived review by Pekka Savola.

There's a lot that could be nit-picked in the draft, but I don't have
the time or energy to do this.  I think I would have probably liked
a more concise statement of applicability of this mechanism, but
I think having to cover the UNSAF criteria diluted any general statement
concerning applicability.

I also had some security-related concerns, but see that the Security
ADs have given the document a good review, so I'll defer to their comments.
