It has been traditional for ISOC to provide a "discretionary" fund to the IESG and IAB chairs, which has been used to charge various expenses where it seemed reasonable to do so on behalf of the IETF, but these funds were not part of the regular CNRI/Foretec budget.
In 2003, the expenses were listed in the financial statement as:
A further breakdown of those expenses showed that a large proportion was spent on meals that were joint between IESG and IAB, so the detailing below shows the IESG and IAB funds together. All numbers in USD.

Travel/meeting support is for people attending IETF meetings or other meetings where the IETF chair felt it was important to get them there, but where funding was not otherwise available.
IESG teleconferences are not listed here; they come out of the secretariat budget.
The IESG and IAB breakfasts are the breakfast meetings at IETF meetings, and the food served at the IAB's Tuesday evening meetings.
