Let's be clear:

1. I did not say that anyone or thing in the Problem working group has been
done badly or outside of scope

2. The charter text you quote says nothing about "restructuring" being
required"

3. Neither the problems draft nor solutions draft says nothing about
restructuring being required.

So let me state my point again:

Some folks are tossing around the term "restructuring" as if a) it is accepted
that that will happen, and b) that there is some general understanding of what
the term means.

I claim that neither is true.

However the term tends to imply potentially massive change.  Yet there is
certainly no basis for claiming that we have community consensus in favor of
massive change.

If my assessment is incorrect, I would really appreciate hearing how.

I could make a guess about what the term means, too.  It might or might not be
the same as your guess.

My point is that the term "restructuring" is too serious and implies too much
change for us to be guessing.

My original -- and continuing -- point is that "improvement" to a structure
does not necessarily mean "restructuring".

Too much is being taken for granted or is being said without enough precision.
