I think we need to get rid of the widely-held assumptions that 
- the BOF chair will be a WG chair, and/or
- WG chairs are chosen by the WG.

also I personally found it very difficult to identify good candidates
for WG chairs.

having IESG explicitly invite nominations for WG chairs, and request
recommendations about those nominiated, might help in both of these
areas.  but we wouldn't want a long drawn-out selection process.
