Brian,
They're workman-like, but a little cryptic in places.
For example:
" 7. Interim Steering Committee for the ANSI Homeland Security Standards
Panel (HSSP)
The IAB determined that this invitation was inconsistent with the
international profile and standing of the IETF. "
I infer that an invitation to participate in the HSSP was received, but it
isn't explicitly stated. Perhaps it was obvious what was being discussed to
those present, but minutes/notes need to be clear to those who weren't there
too.

What do you think about recent IAB minutes, as far as the level of
detail goes?
Historically, IAB minutes have varied between very detailed (e.g. 1991)
and very brief (e.g. 1998); but recently they have been somewhere
in the middle.
