rough consensus of what "population"?

While waiting to hear the proper venue for discussing solutions:


I think that the process of assessing rough consensus should be
limited to those who are familiar with the details of a specification.

When there is no specification, everyone can argue and lobby for their
favorite concepts, paradigms, etc.

When there IS a specification, lobbying ("voting") needs to be based
on familiarity with that spec.

So when rough consensus is being assessed on a spec, the chair should
first ask who has read the spec and should then ask only those people
to do the humming.

This relies on individual honesty, but I think that is acceptable.
