Thanks for this and all the other comments. I guess Dave and I will
come up with a modified proposal as a result. Give us a little time.

In answer to Spencer's point, I think of the SIR layer as more of
a cloud than a layer... I don't think it is really a management 
layer. But this needs to be expressed carefully in the next
version.
