[admin] ietf-types is moving

Hi everyone,

In an effort to avoid problems inherent in manual spam filtering,
we've decided to move ietf-types from Harald's server at
alvestrand.no, to ietf.org.  The email address for the list will
remain the same, ietf-types at iana.org, but the subscription list and
archives will move.  Their new home will be;

https://www.ietf.org/mailman/listinfo/ietf-types

You might even have already received the "Welcome to ietf-types" email.
