registration out of date for multipart/byteranges

Hi,

I just noticed that the registration for multipart/byteranges is out of 
date. <http://www.iana.org/assignments/media-types/multipart/> points to 
RFC2068, but it *should* point to RFC2616, Section 19.2.

What's the right procedure for raising this issue?
