review of application held+xml type

Just wanted to check that the intent is that the XML schema is a normative 
definition of the format.  Anything that doesn't validate under that schema 
(including potentially future or extended versions of this format) must not 
use the label application/held+xml.  Any update incompatible with that 
schema will have a new media type (e.g. application/held2+xml).  Is that 
correct?

This is my assumption of what is meant when the document says:
 ... This is presented as a formal definition of the "application/held+xml" 
format.
with respect to the schema.
