Media Type review request for "application/resource-lists+xml" and "application/rls-services+xml"

The SIMPLE Working Group requests a Media Type review for the following  
2 new types:

- application/resource-lists+xml
- application/rls-services+xml

These are intended for the IETF tree, and specified in section 8.2 of  
http://www.ietf.org/internet-drafts/draft-ietf-simple-xcap-list-usage
