Flashback: Proposed forms to register 'alvdal' (November 2014)

For reference, below are the previously proposed record and registration
form for Elfdalian, originally sent to the list by Mats in November 2014
and subsequently tweaked. These were withdrawn by Mats after he agreed
to submit a 639-3 request for Elfdalian, as recommended.

This may provide some perspective for the current discussion about
registering Elfdalian as a variant or as a language. They are NOT active
registration forms, and do not start any review-period clocks unless
there is some agreement to revive them as-is or to update the
information.

Note also the comment on-list from Melinda regarding registrations like
this: "Because of the history of ISO 639-3, many dialect vs. language
decisions were not settled prior to the codeset being established. When
there is a lot of disagreement among local linguists, the situation
remains as is, rather than having codes created." This is exactly
consistent with the disposition of the request to register this
language/dialect in 639-3.
