On the other hand, the costs of adding a paywall to the site probably 
are barely covered by the not terribly many subscriptions that they are 
getting.

It is a pity that it's not easier to get money for such a project, but 
my guess is that the Ethnologue research was never fully (or even just 
considerably) supported by book sales in the old times.
