Need action on 'latclass' request

It's been three weeks since Andrew Dunning posted his revised proposal
for 'latclass', which by any measure is "soon after the two-week review
period has passed."

It is time for the Reviewer to make one of the three decisions specified
in Section 3.5: accept the request, reject it for one or more specific
reasons, or extend the review period for more discussion.
