VOA evidently defines its use of "special English" according to a limited list of words. The simple English Wikipedia seems less exact in its guidelines, but it also mentions a very limited "basic English" vocabulary of 850 words.

Also, if "plain" is still part of the discussion along with "simple," I'd agree with the point that I think Doug Ewell made near the beginning of the thread that these two are probably not the same in most usage.
