Subtag registration: Russian transliteration of Chinese

You can represent this today, using Extension T: "zh-t-ru" or
"zh-t-ru-cyrl".

A separate registration (through CLDR TC, as Extension T maintaining
authority) would be necessary only if there were a requirement to
specify the Palladius system, as opposed to some other
Chinese-in-Cyrillic transliteration scheme.
