Subtag registration request: mns5217

It would be better to register this through CLDR under the transforms:

http://unicode.org/cldr/trac/browser/trunk/common/bcp47/transform.xml

You would only need a tag for "Mongolian National Standard" (like "mns")
registered, because the date for any particular variant can be included
without additional registration as described in
https://tools.ietf.org/html/rfc6497#section-2.1.

In particular, that obviates the need for a "2003" version, and for your
item #6: "A different BCP47 variant subtag will have to be registered if
MNS 5217 ever gets updated."
