Third correction to 'ao1990' : Prefix field - addition of 'gl'

Below is the registration form to request yet another correction to the
current registration of 'ao1990', namely the addition of a "Prefix :
gl", so that this variant subtag can be used for tagging documents in
the Galician language that are written according to the Portuguese
orthography convention of 1990.

This request is in addition to the two earlier change requests, i.e. the
spelling correction as requested by Doug and the replacement of the
three current "pt-XX" prefixes by a single "Prefix: pt" field, as
requested by me. These changes have been incorporated in the proposed
"registration" form below, and I have also ventured to propose a
suitable "modifiation" form.

As there was no controversy when I raised the issue of "Galician in
AO1990" on the list on 26-03-2015, I have kept the form short. Therefore
a few comments may be in order.

1. The newspaper mentioned is the "Novas da Galiza", website
http://www.novasgz.com.

Their decision to adopt AO1990 can be confirmed by a search like this:

2. From what I read, Galician is so close to Portuguese that it is/was
debated whether it is a dialect or a separate language.

From a tagger's viewpoint, it should be enough that there is a separate
language subtag for Galician in the registry to justify an additional
prefix, so that "gl-ao1990" can be used if desired.

Indeed, given that Galician and Portuguese are so close, it makes
perfect sense for users of Galician to adopt a suitable (and available)
convention like AO1990 for writing it.

The fact that such adoption has actually happened is only an additional
reason to provide a proper tagging mechanism for it.

The Portuguese Wikipedia article on the Acordo Ortográfico (supplied as
reference with the original registration of the 'ao1990' variant subtag)
states that at least one newspaper in the Galician language has adopted
this convention since 2011.
