Registration request for new subtags for Portuguese orthographies

Here are the proposed records for the Portuguese variants requested by
Andrew Glass. These conform to the requirements for line spacing and
breaking (assuming my mailer doesn't mung the leading spaces).

This makes these variants eligible for registration as early as April 2,
after a two-week review period, assuming Michael approves them.
