Unnecessary (not helping) when official rulesets are involved, like in 
<pt> case discussed. In other analogous cases, too, possibly.

As to the 'region' subtags in general, there actually ARE two types of 
text sets, for which 'region' is useful, one being the widely (wildly :) 
generalised specification of <en_US> sort (which David was talking 
about), another of more specialised nature, examples presented by 
_subjects_ of the philological papers on regional dialects. There, 
however, 'region'=country equivalence typically isn't precise enough.
