Records and registration forms for 'yue'

Below are proposed records and registration forms to add the Description
field "Cantonese" to the existing primary and extended language subtag
records for 'yue', which per ISO 639-3 currently have the single
description "Yue Chinese".

My intent is to help others avoid the embarrassing mistake I made this
week, claiming that Cantonese and Yue were different.

The field "Any other relevant information" in the registration forms is
an attempt to summarize the relationship between the Yue branch and the
Cantonese dialect, and clarify that the meaning of the subtags has not
changed. If anyone has concerns about this, and thinks this proposal
might cause the subtags to be misused or misunderstood, we can discuss
adding "Includes Cantonese" as a comment instead of adding a new
Description field.
