No.

We can create variant subtags that denote things related to writing,
such as orthographies and romanizations and alphabets (as opposed to
scripts). We have pushed the definition a little by registering variants
for phonetic alphabets that some people think should be ISO 15924
scripts.

But we cannot create true script subtags, of the sort that fit
structurally after language and extlang subtags and before region and
other subtags, unless they are first registered in ISO 15924.

If ISO 15924/RA ever reuses one of its code elements, Section 3.4
(15)(C) allows us to create a variant subtag that represents the new
meaning. However, that is still not a script subtag per se.
