Registration request for new subtag

It might be that Barlavente dialect need a separate ISO code, but as I'm
not a linguistic I'm not in position to have a strong opinion about this.

My problem is that I make a new website for our project and we will have it
translated in both Barlavente and Sotaventu dialect, but there doesn't
exist any tags to separate them. Either we will get a new tag or we need to
create our own custom tag.
