Proposed records and registration forms for ISO 15924 changes

ISO 15924/RA has announced two new code elements and one name change to
an existing code element (plus one change that does not affect the
Registry). Below are the proposed records and registration forms to
incorporate these ISO 15924 changes in the Registry. The review period
will last through November 1.
