Hello Andrew,
Section 3.4, item 9, of RFC 5646 (the relevant part of BCP 47), which describes the stability requirements for the registry says:
9. The field 'Suppress-Script' MAY be added or removed via the
registration process.
So your next step is to submit a registration request (see Section 3.5 for directions) with the offending Suppress-Script removed.

Subject: Suppress script assignment for pa
Hi,
The subtag registry includes the suppress-script value ‘Guru’ for Punjabi.
%%
Type: language
Subtag: pa
Description: Panjabi
Description: Punjabi
Added: 2005-10-16
Suppress-Script: Guru
%%
Since Punjabi is written in Gurmukhi, Devanagari, and in a variant of Perso-Arabic script, the inclusion of this suppress-script designation is unfortunate:

http://www.ethnologue.com/show_language.asp?code=pan
Having a suppress-script value when multiple scripts are in use for a language complicates processing of the language tags.
Is there a process to remove a suppress-script designation?
Thank you,
Andrew
