Whether the overall structure of the page--whether images and frames
and the like--go to the right or left is frequently determined by
language tags; to determine it by the text on the page could force you
to read an entire document before making that decision, and could be
wrong if you had a lot of Latin text embedded in a Hebrew framework
that should define the structure of the page.
