Sylvain, the reason the request for a subtag for kichwa is being made here is that I, as a member of the Wikimedia Language Committee, suggested that it be done, since I was told that ISO 639 had rejected a request for a full-fledged language code.

Since it is not the case that such a request was made, I think that I, as Language Subtag Reviewer, should reject the request for a subtag, because the first thing that should be done is that a request for an ISO 639 code should be made.
