Hex escape sequences in records and forms

Today's batch of records and registration forms includes some
Description fields with hex escape sequences, like this:

Kɛlɛngaxo Bozo

These were left in place intentionally for reviewing purposes,
especially for people reading the digest or whose own mailers might
garble non-ASCII characters.  It's hard to tell whether the name is
right if all you can see is "K?l?ngaxo Bozo".  When the paperwork is
sent to IANA, the correct UTF-8 characters will be used.
