1995iso9 is workable. The only real issue with it is that such an
approach simply won't work for the majority of ISO transliteration
schemes, as I described in a previous message. There's good reason to
expect that other ISO transliterations will be submitted for variant
subtag assignment, and it would be nice if they could be somewhat
systematic. Maybe that's not feasible and not important.
