These are protocol elements, not UI strings. Anybody dealing with the protocol elements should be used to subtags being less than fully "comprehensible".

I feel like those 'shakhmat' and 'grazhd' would occur quite incomprehensible.
Wouldn't "-peter" and "-1918" go better?

And you'd want to allow for Julian/Gregorian date adjustment? So not 1917, but 1918, as it's known as "1918 reform" (together with other reforms -- time, capital) anyway.
